It depends on your passport. Nationals of a set of visa-exempt countries (including the US, Canada, Australia and most of Europe) generally need only an ETA, applied for online. The majority of South Asian, Arab and African passport holders resident in the UAE need a full Standard Visitor visa with biometrics. Your UAE residence visa does not change which category you fall into; it only lets you apply from the UAE.

Documents commonly required
A valid passport, your UAE residence visa and Emirates ID, bank statements, an employment or NOC letter (and trade licence if self-employed), a cover letter setting out your trip, and evidence of accommodation and travel plans. The application asks you to show genuine visit intent, sufficient funds and strong ties to the UAE.
